This celebratory panda was described by the artist as being exactly as it seems: "Children are having fun in front of Washington, D.C. landmarks -- flying a kite, dancing on the streets, and jumping and tumbling." This was another of the pandas used by the D.C. Arts Commission to promote the "PandaMania" exhibition.
