This upward-rising panda was perhaps meant as a statement about Washington as a city that has experienced an enormous amount of construction and redevelopment over the past several years. According to the artist, "[I] was fascinated [by] the inner skeletons that lay within modern day buildings [and] how people walk and move about these huge mazes of steel that interlock with each other. [I] wanted to show a little play with these beams and show an inner world inside the panda where people move about on a layered steel skeletons."
